Following last nights Parish Council meeting, the latest update regarding the streetlights is as follows:-
Norfolk County Council have concerns as they were never notified of the Kiers intention to provide private lighting to the development when NCC had formally confirmed that no lighting is required.
Broadland District Council are also concerned. The planning case officer has reviewed relevant documentation and the development plans did not include streetlighting. As the street lighting has not received permission then the installation requires planning permission as the work is not being carried out by or on behalf of a local authority or highway authority as permitted development.
Therefore Broadland District Council have requested that Kier STOP installation of any more lighting and consider how they want to take this forward.
From a Parish Council viewpoint, we expect this issue to come back to the council to discuss under a new planning application, and when it does we will use our Neighbourhood Plan policies in making recommendations back to Broadland District Council.
The Dark Skies policy has support from both Broadland District Council and CPRE – Campaign to Protect Rural England.
